UAE Unveils Basic Health Insurance Package for Private Sector Workers and Domestic Workers

The UAE Ministry of Human Resources and Emiratisation (MoHRE) has introduced a basic health insurance package for private sector employees and domestic workers who currently lack coverage.

This initiative, part of the Health Insurance Scheme approved by the UAE Cabinet, aims to ensure that all workers in the country have access to healthcare.

The scheme will roll out across Sharjah, Ajman, Umm Al Qaiwain, Ras Al Khaimah, and Fujairah starting January 1, 2025. This expands coverage to regions where insurance was not mandatory, completing the nationwide rollout, with Abu Dhabi and Dubai already implementing similar mandates. Employers will be required to purchase this insurance for their employees as a condition for issuing or renewing residency permits.

Khalil Al Khoori, Undersecretary of Labour Market and Emiratisation Operations at MoHRE, emphasized that the initiative reflects the UAE's commitment to providing a decent life for workers by ensuring access to high-quality healthcare. He noted that the scheme is part of a broader social protection system, which includes the Worker Protection Programme and the Unemployment Insurance Scheme.

The new policy, which costs AED 320 per year, includes treatment expenses with a 20% co-payment for inpatient care and 25% for outpatient care. It also offers coverage for dependents. The package will be available through the DubaiCare Network and other accredited insurance companies.

This initiative aligns with the UAE’s goal to strengthen its healthcare system and improve the quality of life for all residents. It also supports sustainable development by enhancing the competitiveness of the UAE's labor market.
