Bain & Company Launches AI Readiness Tool to Help Governments Accelerate Adoption

Bain & Company has unveiled a new AI Readiness Tool designed to help governments worldwide assess their preparedness for artificial intelligence and take actionable steps to scale adoption effectively.

The platform was launched during the World Governments Summit 2026 in Dubai, held from February 3 to 5.

The tool aims to address a key challenge in AI deployment: while many organisations pilot AI initiatives, only 5 percent achieve measurable returns, according to the MIT State of AI in Business 2025 Report. Success often hinges on foundational capabilities rather than ambition alone.

Developed from Bain’s latest AI research, the platform evaluates organisational maturity across five dimensions: AI Strategy, Use Case Development and Deployment, Technology and Data, Talent and Capabilities, and Governance and Operating Model. Based on these areas, organisations are classified into one of four AI readiness levels—Strategic Shaper, Value Explorer, Early Explorer, and Foundation Builder—providing a clear view of progress and priority areas.

Government entities complete a structured 34-question assessment, generating an overall AI readiness score, detailed diagnostics by pillar, and customised recommendations. The tool combines benchmarking, insights, and practical guidance to help leaders prioritise investments, strengthen governance, and make informed decisions on AI initiatives.

The launch highlights Bain & Company’s commitment to supporting governments in translating AI ambition into real-world impact, fostering innovation, operational excellence, and more citizen-centric services. The tool is now available to governments seeking structured guidance on scalable AI adoption.
