Crackdown on Fake Emiratisation: UAE Ministry Issues Stern Warning and Penalties

In a stern warning to both the national workforce and private sector companies, the UAE Ministry of Human Resources and Emiratisation (MoHRE) has emphasized the severe consequences of engaging in Fake Emiratisation practices. This unethical behavior, aimed at circumventing Emiratisation targets, not only undermines the nation's workforce policies but also deprives deserving individuals of opportunities.

What is Fake Emiratisation?


Fake Emiratisation encompasses various deceptive practices, including:

  • Hiring UAE nationals in nominal positions without actual work responsibilities.
  • Rehiring UAE nationals in their existing roles within the same company, merely to fulfill Emiratisation quotas.
    These practices are designed to exploit loopholes in Emiratisation policies, known as Nafis, for personal gain.


To deter such misconduct, MoHRE has outlined stringent penalties:

  • Fines ranging from AED 20,000 to AED 100,000 per incident for violating companies.
  • Referral of the violating company to the Public Prosecution, depending on the severity of the violation.
  • Downgrading the classification of the violating company within the Ministry's system.
  • Mandating the company to achieve genuine Emiratisation targets.
  • Requiring financial contributions towards Emiratisation targets.
  • Suspending Nafis benefits from UAE nationals involved in Fake Emiratisation.
  • Recovering any financial benefits received by UAE nationals engaged in such practices.
