Saeed Mohammed Al Tayer, Managing Director and Chief Executive Officer of Dubai Electricity and Water Authority (DEWA), announced that the authority approved 132,981 No-Objection Certificate (NOC) applications under its Soqoor programme in 2025, reflecting rising demand for infrastructure and utility services across Dubai.
The applications were submitted by 2,472 consultants and contractors by the end of December 2025, representing a 4.49 percent increase compared to 2024. The growth underscores continued momentum in construction activity and the emirate’s expanding economic landscape.
Designed to streamline approval processes and improve first-submission success rates, the Soqoor programme plays a central role in accelerating project delivery and aligning outcomes with developer expectations. In 2025, DEWA’s Transmission Power Division approved 69,816 applications, the Distribution Power Division approved 45,418, and the Water and Civil Division approved 17,747.
Al Tayer said the programme supports Dubai Economic Agenda D33 by creating a motivating environment that enables business acceleration and sustainable growth. He added that DEWA’s initiatives contribute to successful project completion and greater stakeholder satisfaction, reinforcing Dubai’s status as a global hub for business, investment, and entrepreneurship.
Demand for electricity, water, and network-related project services increased during the year, driven by population growth, urban expansion, and continued public and private sector investment in essential infrastructure.
Hussain Lootah, Executive Vice President for Transmission Power at DEWA, said the Soqoor programme assesses compliance with established standards and guidelines, helping reduce violations, minimise risks, enhance field operations, and safeguard DEWA’s assets.
DEWA publishes detailed technical requirements for project services on its website and regularly conducts awareness sessions to ensure clarity and compliance. Outstanding consultants and contractors will be recognised through the Soqoor awards across multiple project categories.
