Dubai Electricity and Water Authority has established DEWA International, a wholly owned independent subsidiary tasked with developing conventional and clean energy projects worldwide, marking a significant expansion of the emirate's energy ambitions beyond its borders.

The announcement was made by H.H. Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Supreme Council of Energy, at Al Shera'a, DEWA's new headquarters, in the presence of DEWA MD and CEO Saeed Mohammed Al Tayer, senior ministers, board members and strategic partners.

DEWA International will operate across both power and water sectors, leveraging Dubai's decades of infrastructure expertise to pursue large-scale projects in global markets. The subsidiary is already operational, with a pipeline of projects being identified and partnership ecosystems under development.

Al Tayer pointed to DEWA's strong financial position as a foundation for international growth, citing record revenues of AED 32.8 billion in 2025 and a net profit after tax of AED 9.06 billion. He added that DEWA currently ranks first globally in 13 key utility performance indicators.

The move is underpinned by significant market opportunity. Global demand for energy and water infrastructure is projected to exceed USD 20 trillion by 2035, driven by accelerating energy transitions and growing concerns around energy security.

Al Tayer outlined a phased global strategy, beginning in markets where DEWA has established relationships and proximity advantages before expanding into a broader international portfolio. The company will offer not just project development but its full capabilities in structuring, governance, risk management and operations.

Sheikh Ahmed described the launch as a strategic step toward extending Dubai's successful infrastructure model to global markets and reinforcing the emirate's standing as a source of expertise in energy, water, sustainability and digital transformation.
