DEWA Opens International Bids for Landmark 1,600MW Solar Park Expansion

Dubai Electricity and Water Authority (DEWA) has invited international developers to submit expressions of interest for the seventh phase of the Mohammed bin Rashid Al Maktoum Solar Park.

The ambitious project aims to add 1,600 megawatts (MW) of photovoltaic solar power, expandable to 2,000MW, alongside a battery energy storage system with a capacity of 1,000MW for six hours — marking one of the world’s largest solar-plus-storage projects.

Implemented under the independent power producer (IPP) model, the 7th phase is expected to generate 4.5 terawatt-hours of electricity annually, curbing the consumption of over 36 billion cubic feet of natural gas. This will significantly contribute to Dubai’s clean energy transition, raising the share of renewable energy in the emirate’s energy mix from 27% to 34% by 2030.

The expansion will elevate the solar park’s overall capacity from 5,000MW to 7,260MW, with the potential to reduce carbon dioxide emissions by approximately 8 million tonnes annually. The phased rollout is set to become operational between 2027 and 2029.

DEWA has invited international developers or consortia to submit expressions of interest by 21st March 2025, reinforcing Dubai’s commitment to becoming a global leader in sustainable energy innovation.
