DMCC Launches New Foundations Regulations to Expand Private Wealth Offering

DMCC has formally established its new Foundations Regulations, expanding its private wealth and structuring offering with a modern legal framework designed for high-net-worth individuals, family offices and international private wealth clients.

The launch follows an announcement in June that DMCC was preparing to introduce Foundations as its next structuring solution. The framework was developed through extensive market consultation, international benchmarking and a comparative review of leading global foundation regimes.

Under the new regulations, a DMCC Foundation operates as a legal entity separate from its founder, councillors, guardian and beneficiaries. This structure allows assets to be held and managed according to the Foundation's stated objectives and governance arrangements, supporting long-term asset holding, succession planning and intergenerational continuity.

Ahmed bin Sulayem, Executive Chairman and CEO of DMCC, said the regulations mark an important step in the expansion of the free zone's private wealth offering, describing them as a modern, internationally aligned regime that meets the sophisticated needs of family offices, entrepreneurs and wealth holders. He noted that Dubai continues to attract growing volumes of global capital, requiring wealth management infrastructure to evolve at the same pace.

Foundations offer significant flexibility in structure and governance. Founders can set provisions for beneficiaries, asset management and decision-making, while certain powers may be reserved for founders or designated persons. Notably, DMCC Foundations can be established with initial assets starting from just US$100.

The move builds on DMCC's 2025 introduction of Special Purpose Vehicle and Holding Company licences, further strengthening its position as a comprehensive platform connecting wealth structuring with investment opportunities and global markets.

DMCC is now finalising the framework's rollout, including supporting guidance and a streamlined digital onboarding experience, both expected in the coming weeks.
