Dubai Chamber of Digital Economy has helped establish and expand 582 digital startups in the first nine months of 2025, underscoring its growing role in positioning Dubai as a global hub for digital business and innovation.
Artificial intelligence led the way, accounting for 21 percent of all supported companies, while HealthTech, Software-as-a-Service, and FinTech together made up 17 percent. International startups represented 70 percent of those assisted, reflecting Dubai’s global appeal to digital entrepreneurs.

Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications and Chairman of the Dubai Chamber of Digital Economy, said the initiative aligns with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum to cement Dubai’s position as a central hub in the global digital economy. He noted that the emirate continues to build a dynamic and innovation-driven business environment that attracts investment and talent in line with the Dubai Economic Agenda (D33).
The chamber’s ‘Business in Dubai’ platform played a key role by connecting startups with partners, investors, and clients. Nearly half of the supported companies benefited from establishment and accelerator services, while 32 percent utilized business support offerings.
Between January and September 2025, the chamber published four key reports, including The Entrepreneur’s AI Playbook, and organized 15 events and 16 international roadshows to promote Dubai’s digital ecosystem. The roadshows, covering 17 cities across major global markets, connected the chamber with over 2,140 digital startups, investors, and ecosystem partners, strengthening Dubai’s reputation as a thriving center for digital entrepreneurship.
