Dubai Civil Defense and Human Resources Department Partner to Enhance National Skills and Training

The Dubai Government Human Resources Department (DGHR) has signed a memorandum of understanding (MoU) with the General Directorate of Dubai Civil Defense (DCD) to foster collaboration, enhance skills, and support the development of national talents.

The partnership aims to promote knowledge exchange, integrate efforts, and improve government work mechanisms to empower Emirati graduates with essential vocational and behavioral competencies.

The MoU, signed by Essa Bin Natoof, Director of Operations Sector of DGHR, and Major General Jamal bin Aded, Assistant Director-General for Resources and Support Services Affairs at DCD, establishes a framework for cooperation in implementing DGHR’s ‘Tumoohi’ program. This initiative focuses on vocational training to equip national graduates with the qualifications and soft skills needed to succeed in the labor market. Training programs under this agreement will emphasize developing future-ready skills, enhancing competitiveness, and supporting the emirate's strategic goals.

Essa Bin Natoof highlighted that the collaboration aligns with DGHR’s vision to partner with government entities to achieve Dubai’s long-term aspirations. He emphasized that this initiative leverages DGHR’s expertise to elevate the performance and competitiveness of Emirati professionals within Dubai Civil Defense. By focusing on global trends and future skills, the partnership aims to prepare national cadres to adapt to evolving demands and contribute to Dubai’s comprehensive development.

Major General Jamal bin Aded reiterated the significance of this partnership in enhancing government consistency and improving the efficiency of UAE human resources. He emphasized DCD’s commitment to attracting and nurturing Emirati talent while prioritizing Emiratisation. The partnership aims to provide trainees with the skills and expertise needed to excel in various civil defense roles, further contributing to job localization efforts within the DCD.

Both entities have also agreed to activate corporate communication channels to facilitate the achievement of shared goals. The collaboration underscores a commitment to equipping UAE nationals with resources and training to lead future development trends and ensure the efficiency of government operations.

This MoU reflects DGHR and DCD’s dedication to fostering a skilled workforce and supporting Dubai’s vision for a sustainable and progressive future.
