H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Dubai Judicial Council, has approved the 2025–2029 strategic plan for Dubai Courts, marking a significant milestone in the emirate’s journey to enhance judicial excellence and global competitiveness.
The strategic plan reflects the vision of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, to position the emirate as a global model for advanced and efficient justice, further reinforcing Dubai’s appeal as the world’s best place to live and work.
A Forward-Looking Vision for Judicial Innovation
Sheikh Maktoum emphasised that the plan focuses on building a future-ready, innovative judicial system aligned with global developments and emerging societal needs. It seeks to ensure swift, fair, and efficient justice while upholding the rule of law and supporting sustainable urban growth.
He commended the Dubai Courts teams for their efforts in developing the plan and underlined the importance of continuous improvement, adoption of cutting-edge technologies, and integration of AI to deliver high-quality judicial services.
Sheikh Maktoum also highlighted the strategic focus on enhancing litigation processes, improving court ruling implementation, advancing alternative dispute resolution (ADR) systems, and positioning Dubai as a preferred global destination for legal solutions.

The plan is anchored in the vision of achieving judicial leadership and justice for a global city, with a mission to deliver swift and integrated judicial services that enhance trust in Dubai’s legal ecosystem. It promotes core values such as judicial independence, integrity, flexibility, and transparency.

- 3 strategic impact indicators
- 27 strategic performance indicators
- 42 initiatives and projects
It is structured around four key objectives:
- Pioneering Judicial Performance – Improving case management, adjudication, enforcement, and legal frameworks.
- Integrated Judicial Services – Enhancing customer experience, promoting ADR, and strengthening institutional partnerships.
- Future-Ready Institutional Capabilities – Attracting and developing talent, fostering innovation, and ensuring sustainable governance.
- Advanced Digital Judicial System – Leveraging AI and emerging technologies to boost data utilisation and judicial efficiency.

Prof. Saif Ghanem Al Suwaidi, Director-General of Dubai Courts, stated that the new strategic plan reflects Dubai Courts’ proactive approach in responding to global legislative and technological shifts.
“The world is evolving rapidly, and so must judicial systems. Our strategy was developed over a year with a strong focus on integrating modern solutions and AI to enhance judicial performance and deliver efficient, flexible justice,”
he said.
Al Suwaidi added that the plan is a continuous journey toward providing a high-quality, innovative judicial environment that meets the growing needs of society. It aligns with Dubai’s broader vision of establishing itself as a global leader in judicial efficiency, setting new benchmarks for fair and transparent legal processes.
