Dubai Culture and Arts Authority has signed a landmark partnership with Spotify to strengthen the emirate’s music and creative sectors, marking a new chapter in public and private collaboration aimed at elevating local talent onto the global stage.

Signed in the presence of H.H. Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture, the Memorandum of Understanding sets out a framework to support emerging musicians and UAE-based artists through expanded access to platforms, resources, and professional development opportunities.

The agreement establishes a first-of-its-kind collaboration between Dubai Culture and Spotify, enabling the exchange of insights and expertise to deliver joint initiatives aligned with international best practices and global music trends. It also includes co-developed programmes designed to enhance artists’ competitiveness, visibility, and long-term career sustainability.

Under the partnership, both entities will curate music-led projects that spotlight Dubai’s creative community while encouraging cultural exchange and innovation. These initiatives support Dubai’s broader vision to position itself as a global centre for culture and a thriving hub for creative talent.

Hala Badri, Director General of Dubai Culture, said the agreement reflects the Authority’s commitment to nurturing musicians at every stage of their careers and building a structured environment that enables sustainable growth within the sector.

Spotify’s Senior Vice President of Markets and Subscriptions, Gustav Gyllenhammar, highlighted Dubai’s growing role in the regional music economy and said the collaboration will help local music reach audiences worldwide.

The partnership aligns with Dubai Culture’s ongoing investment in grants, residencies, and talent development, as well as Spotify initiatives such as RADAR Arabia and Fresh Finds Arabia, reinforcing the emirate’s position as a leading creative destination.
