Dubai Customs Signs Strategic Partnership with Binance to Advance Digital Payments

Dubai Customs has signed a strategic memorandum of understanding with Binance during Binance Blockchain Week 2025, reinforcing the emirate’s leadership in digital innovation and global trade.

The agreement aims to integrate crypto-assets into commercial and logistical transactions, enhancing efficiency and modernizing payment systems.

The MoU was signed by His Excellency Dr. Abdulla Busenad, Director General of Dubai Customs, and Stephanie Emile, General Manager of Binance FZE, in the presence of senior officials from both sides. The partnership builds on Dubai Customs’ ongoing digital transformation, which has automated a wide range of customs procedures and established the emirate as a hub for advanced technology and emerging startups.

Through the collaboration, Dubai aims to develop a domestic payment ecosystem leveraging blockchain technologies. The integration of digital assets is expected to streamline import–export operations, reduce transaction times, and attract investment, particularly from SMEs seeking modern payment solutions and access to global markets.

His Excellency Sultan Ahmed bin Sulayem, Chairman and CEO of DP World, said the partnership strengthens Dubai’s role in the global digital economy and supports the D33 Economic Agenda.

“This initiative creates an innovative business environment and builds a next-generation payment ecosystem that attracts future investments,”

he noted.

Dr. Abdulla Busenad highlighted that the collaboration with Binance marks a new chapter in digital payments and customs modernization.

“We are moving toward faster, more transparent processes, supported by technology capable of accommodating the rapid growth of digital trade,”

he said.

Richard Teng, CEO of Binance, added that the partnership will introduce innovative solutions to enhance Dubai’s digital ecosystem and create sustainable, technology-driven infrastructure for trade.

The agreement positions Dubai Customs at the forefront of smart financial transformation, advancing the emirate’s ambitions as a global trade and digital economy leader.
