A significant new law has been enacted to enhance the law enforcement framework in Dubai, empowering community members and organizations responsible for managing public facilities.

Issued by Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, Law No. (19) of 2024 aims to streamline regulations regarding the granting of law enforcement capacities.

The primary objective of this legislation is to ensure effective implementation of laws by those designated with law enforcement responsibilities, while also promoting public-private partnerships in managing public facilities. The law facilitates community members' active involvement in supporting government entities and preventing violations of Dubai’s laws.

Key Provisions of the Law

The new law applies to a wide range of stakeholders, including:

  • Employees of government entities
  • Employees of private companies contracted by government entities
  • Institutions granted law enforcement capacity for managing public facilities
  • Citizens and residents in Dubai, excluding judiciary and police officers

To qualify for law enforcement capacity, community members must meet specific criteria:

  • Minimum Age Requirement: Candidates must be at least 30 years old, with exceptions possible under the discretion of senior government officials.
  • Knowledge and Qualifications: Individuals must possess relevant knowledge and expertise related to the field they oversee and be well-versed in the legislation they enforce.
  • Training and Technology Proficiency: Successful applicants are required to complete training and demonstrate proficiency in modern technology.

Additionally, the law mandates the use of Arabic in investigations and establishes guidelines for the duties and performance evaluations of judicial officers.

Revocation of Law Enforcement Capacity

Law No. (19) of 2024 also clarifies the process for revoking law enforcement capacities, which is subject to a decision by the chairman of the Supreme Legislative Committee in Dubai.

This new legislation replaces Law No. (8) of 2016, marking a significant step towards enhancing community engagement in law enforcement and ensuring a safer, more compliant environment in the emirate.

With these reforms, Dubai continues to prioritize effective governance and community involvement, paving the way for a collaborative approach to maintaining public order and safety.
