Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued Law No. (20) of 2026 establishing the Dubai Orchestra Foundation, a new body to advance orchestral music and strengthen the emirate’s cultural reputation at home and abroad.
The Foundation will promote the arts, preserve local artistic heritage and showcase the UAE’s musical talent. It will also support Dubai’s musical infrastructure, nurture local artists and help orchestras grow across the emirate. These efforts are expected to strengthen the creative economy, reinforce Dubai’s position as a destination for culture and cultural tourism, and encourage investment in the music and performing arts industries.
Its responsibilities include setting up a local orchestra, performing in the UAE and overseas, promoting Emirati musical heritage and supporting emerging talent, including People of Determination. It will also draw up an annual calendar of musical events, build local and international partnerships, support music education and production, and host international orchestras.
A Board of Trustees will govern the Foundation. The Chairman of The Executive Council of Dubai will appoint its Chairman, Vice Chairman and members with relevant expertise. The Board will oversee operations, approve key policies, plans and the budget, and appoint the CEO and Artistic Director.
An executive body made up of the CEO and administrative, financial and technical staff will support the Board. The CEO will report directly to the Board and manage day-to-day operations.
Government entities must cooperate with the Foundation in line with the regulations and directives of the Dubai Culture and Arts Authority and the Community Development Authority. The Board Chairman will issue the decisions needed to implement the Law, which takes effect on the date of its publication in the Official Gazette.
