Dubai First-Time Home Buyer Programme Accelerates Home Ownership and Drives AED3.25 Billion in Sales

Dubai’s First-Time Home Buyer Programme is fast reshaping the emirate’s residential market, enabling more than 2,000 residents to purchase their first home within six months of launch and generating over AED3.25 billion in property sales, according to figures from the Dubai Land Department.

Introduced in July 2025, the initiative was jointly developed by the Dubai Department of Economy and Tourism and the Dubai Land Department to lower barriers to home ownership. It brings together government entities, developers, and banks to offer first-time buyers priority access to new projects, tailored mortgage products, and preferential pricing.

The Programme aligns with the Dubai Economic Agenda D33 and the Dubai Real Estate Strategy 2033, supporting economic growth, talent retention, and social cohesion. It has also contributed to the UAE’s Year of Community by encouraging long-term residency and financial stability.

More than 41,000 residents have registered to date. Nearly half of completed purchases were made by residents who have lived in Dubai for over five years without previously owning a home, highlighting the Programme’s impact on long-term residents seeking permanent roots.

Strong participation from developers and all five partner banks has helped convert latent demand into completed transactions. Dubai Land Department data shows the wider real estate sector maintained strong momentum in 2025, with total transactions reaching AED917 billion.

Officials say the Programme is reinforcing confidence, transparency, and stability across the market while simplifying the path to ownership. As additional developers join, the initiative is expected to broaden property choices and deepen end-user demand.

By expanding access to ownership, the Programme is shaping a more inclusive and resilient property market while strengthening Dubai’s long-term economic competitiveness.
