Dubai Future Foundation (DFF) and IBM have signed a landmark Memorandum of Understanding (MoU) at the World Governments Summit (WGS) 2025, aiming to establish Dubai as a global hub for artificial intelligence (AI).
The collaboration aligns with the Dubai Economic Agenda (D33) and the Dubai Universal Blueprint for Artificial Intelligence, reinforcing the city’s commitment to AI-driven innovation and economic growth.
The agreement was signed in the presence of Omar Sultan AlOlama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, and Deputy Managing Director of DFF, alongside IBM Chairman and CEO Arvind Krishna, IBM Middle East and Africa General Manager Saad Toma, and DFF CEO Khalfan Belhoul.
Omar Sultan AlOlama emphasized the UAE’s commitment to fostering public-private partnerships to accelerate AI adoption.
“Purposeful partnerships play a fundamental role in cementing Dubai’s position as a global hub for AI development,”
he stated. Arvind Krishna echoed this sentiment, highlighting IBM’s role in driving economic and technological advancement in Dubai.
As part of the partnership, a sovereign cloud and AI innovation center will be established in Dubai. Additionally, IBM will actively participate in the inaugural Dubai AI Week (April 21-25), hosting workshops, masterclasses, and expert sessions. The collaboration also includes publishing joint white papers, conducting Tech Talks at DFF, engaging in startup mentorship, and providing AI tools and advisory services.
Khalfan Belhoul reaffirmed DFF’s commitment to the Dubai Economic Agenda (D33), stating that partnering with IBM will accelerate AI adoption across key sectors and position Dubai as the world’s most future-ready city. The initiative marks a significant step toward transforming Dubai into a leader in AI innovation and application.
