Dubai Future Foundation (DFF) has signed a Memorandum of Understanding with XSOLLA, a global company specializing in video game monetisation and scaling, as part of efforts to advance Dubai’s gaming industry.
The agreement was formalized under the Dubai Programme for Gaming 2033 (DPG33) during DFF’s participation at Gamescom 2025 in Germany, where thousands of visitors and international delegations engaged with Dubai’s growing gaming sector at the DFF-led Dubai Pavilion.
Through this partnership, DFF and XSOLLA will launch joint initiatives and thought leadership programmes designed to strengthen Dubai’s role as a global gaming hub. The collaboration comes as DPG33 accelerates strategic partnerships to attract investment and foster innovation in the sector.
Alongside the XSOLLA deal, DFF highlighted progress with other partners including Dubai-based iBLOXX, which recently secured $5 million to develop its online game Strayshot. The Pavilion also showcased projects such as Artisan Studios’ Lost Hellden, which gained over 15,000 wishlist additions on Steam and 300,000 video views across IGN, PlayStation and Nintendo of America during the exhibition.
Abdulaziz AlJaziri, Deputy CEO of DFF, said the strong response reflects “a real appetite to explore and partner with one of the industry’s most promising markets,” underscoring Dubai’s investment appeal, infrastructure, and competitive advantages.
Launched to position Dubai among the world’s top 10 global gaming hubs within the next decade, DPG33 aims to generate 30,000 new jobs and contribute $1 billion to the emirate’s GDP by 2033.
