Dubai Health Authority Launches Jabr System to Streamline Bereavement Services

Dubai Health Authority has introduced a major transformation in bereavement services through the Jabr system, a unified digital framework designed to ease procedures for families from the moment a death is registered.

The initiative aims to deliver faster, more compassionate support by reducing administrative burdens during a deeply sensitive time.

Under the new system, each case is assigned a Government Service Officer who manages all required formalities on behalf of the family. This replaces the previous process that involved multiple visits to different entities. Automatic notifications are now sent to all relevant authorities as soon as a death is registered, enabling them to take immediate action and prepare services proactively.

The digital platform accelerates essential procedures such as issuing death certificates, coordinating burial arrangements and facilitating repatriation when requested. Officials noted that the time needed to complete condolence and burial services has been significantly reduced, allowing families to focus on emotional and social needs.

Senior officials highlighted the humanitarian foundation of the initiative. His Excellency Dr Alawi AlSheikh-Ali, Director-General of the Dubai Health Authority, said the system reflects the government’s commitment to placing people at the centre of service delivery and supporting families through the psychological and social challenges of loss.

The Jabr system also integrates wider support mechanisms, including social care, condolence tents for Emirati families, collaboration with community organisations and psychological assistance for students. More than 230 school counsellors have been trained to support children dealing with bereavement.

Digital enhancements further streamline the process, with unified payments, simplified documentation and automatic initiation of estate files through Dubai Courts. Funeral services have also been strengthened through volunteer training and upgraded cemetery facilities.

Officials confirmed that the transformation aligns with Dubai’s broader strategy to enhance quality of life by combining advanced technology with human-centred care.
