Dubai Issues New Law Enhancing Law Enforcement and Public Engagement

In a significant move to bolster law enforcement and community involvement, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai, Vice President, and Prime Minister, has enacted Law No. (19) of 2024.

This new legislation regulates the grant of law enforcement authority within the emirate and seeks to refine the mechanisms for enforcing Dubai's laws.

The primary goal of the law is to ensure effective implementation of legislation by individuals granted law enforcement powers, while also fostering stronger public-private partnerships in managing Dubai's public facilities. It aims to empower both community members and government employees to actively contribute to law enforcement and uphold legal standards.

The Law extends its provisions to employees of government entities, those employed by private firms contracted by the government, and institutions with law enforcement roles. Additionally, it includes community members who meet specific criteria, such as being at least 30 years old, having relevant qualifications, and demonstrating proficiency in modern technology. Exceptions to age requirements may be granted by senior officials.

Key aspects of the Law involve detailed guidelines on the responsibilities and conditions for granting law enforcement authority, including the use of Arabic in investigations and the performance evaluation of officers. The Law replaces Law No. (8) of 2016 and supersedes any conflicting legislation, although existing decisions under the former law will remain in effect until new regulations are issued.

The Law No. (19) of 2024 will be published in the Official Gazette and will take effect from the date of publication, marking a new chapter in Dubai's approach to law enforcement and community engagement.
