Dubai Launches Permit Allowing Free Zone Firms To Operate On Mainland

Dubai has introduced a new framework allowing free zone companies to operate in the mainland, marking a major step toward greater business flexibility and economic integration across the emirate.

The Dubai Business Registration and Licensing Corporation (DBLC), part of the Dubai Department of Economy and Tourism (DET), in collaboration with the Dubai Free Zone Council, announced the launch of the Free Zone Mainland Operating Permit. The initiative, issued under Dubai Executive Council Decision No. 11 of 2025, allows eligible free zone firms holding a Dubai Unified Licence (DUL) to conduct mainland operations through a structured and fully digital permit system.

The permit aims to simplify cross-jurisdiction business activity, enabling companies to engage in domestic trading, bid for government contracts, and expand into new markets. Officials expect the move to boost cross-border operations by up to 20% in its first year, benefiting more than 10,000 active free zone firms.

Ahmad Khalifa AlQaizi AlFalasi, CEO of DBLC, said the initiative reflects Dubai’s vision to be the world’s most business-ready city.

“By simplifying cross-jurisdictional operations, we are enhancing ease of doing business while opening new avenues for growth, from domestic trading to government tenders,”

he noted.

Dr. Juma Al Matrooshi, Assistant Secretary General at the Dubai Free Zones Council, said the move strengthens Dubai’s position as a global investment hub and complements the emirate’s distinctive free zone advantages.

The permit, valid for six months at AED 5,000 and renewable for the same fee, initially covers non-regulated sectors such as technology, consultancy, design, and trading. It supports the Dubai Economic Agenda D33’s goal to double the city’s economy by 2033 and reinforces Dubai’s commitment to transparency, innovation, and economic diversification.
