H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has approved a new Succession Planning System for Emirati employees in the Government of Dubai through Executive Council Resolution No. 81 of 2024.
The initiative aims to bolster corporate risk management, ensure business continuity, and streamline the identification of critical roles that are essential for achieving departmental goals.
The system will establish a unified framework for succession planning across government entities, focusing on identifying high-performing employees and preparing them for leadership roles. The provisions apply to all Emirati civilian employees in government entities, excluding those on temporary contracts, secondments, and retirees.
The Dubai Government Human Resources Department (DGHR) has been tasked with developing a detailed guide outlining the procedures, timelines, and templates for the system’s implementation. The DGHR will also monitor compliance and periodically review the resolution, proposing necessary amendments for approval.
Under the new system, employees will be nominated for succession planning based on performance and alignment with their department’s strategic objectives, with the employee’s consent. Nominations will be managed in coordination with unit heads, ensuring adherence to Emiratisation policies.
This resolution, which becomes effective immediately upon publication in the Official Gazette, aims to strengthen Dubai’s governance by ensuring that key positions are filled with qualified, prepared individuals, securing the continuity and success of government operations.
