Dubai’s media landscape is set for a major transformation following the issuance of Law No. (29) of 2024 by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai.
The law, which takes effect upon publication in the Official Gazette, expands the Dubai Media Council's powers and responsibilities, enabling it to drive strategic initiatives for the advancement of Dubai's media sector.
The new legislation grants the Dubai Media Council oversight of all media activities across Dubai, including special development zones and free zones such as the Dubai International Financial Centre. It also establishes the Council as the regulatory authority for the sector, with the Dubai Development Authority retaining jurisdiction over its designated zones.
In a further step, Decree No. (67) of 2024 transfers the Dubai Film and TV Commission to the Dubai Media Council, where it will operate as the newly formed Dubai Films and Games Commission. This body will focus on promoting the growth of the film and video gaming industries, key sectors within the emirate’s media ecosystem.
HH Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Chairman of the Dubai Media Council, emphasized that the new law aligns with the vision of HH Sheikh Mohammed to position Dubai as a global hub for media, creativity, and innovation.
The Council’s expanded mandate includes fostering media talent, boosting global competitiveness, and attracting investment. A new Dubai Media Permits Office will also be established to streamline permit issuance for media activities and enhance operational efficiency.
Her Excellency Mona Al Marri, Vice Chairperson of the Council, lauded the legislation as a pivotal step in solidifying Dubai’s media capabilities on the global stage.
