Dubai Municipality and the Dubai Land Department have joined forces in a strategic digital partnership aimed at integrating government operations and advancing the emirate’s smart city ambitions.
The collaboration leverages “Digital Twin” technology to enhance urban planning, infrastructure management, and real estate data systems, reinforcing Dubai’s global position as a sustainable and digitally advanced city.
The partnership was announced during GITEX Global 2025, reflecting a shared vision to unify government efforts in urban planning, real estate management, and smart city development. It aims to boost operational efficiency, enable evidence-based decision-making, and deliver advanced digital services to residents and investors.
H.E. Eng. Marwan Ahmad bin Ghalita, Director General of Dubai Municipality, highlighted that the collaboration strengthens Dubai’s urban planning ecosystem through integrated data and innovative technologies such as Artificial Intelligence and the Internet of Things.
“These efforts ensure Dubai remains resilient, responsive, and ready to meet future challenges,”
he said.
H.E. Omar Hamad BuShahab, Director General of the Dubai Land Department, described the partnership as a model of government integration supporting a smart real estate ecosystem. He noted that accurate and accessible real estate data will empower investors and developers while contributing to Dubai’s broader digital transformation goals.
Key initiatives include the “Digital Twin” project, which creates a comprehensive virtual replica of the city to support real-time infrastructure and urban management, and the “Smart Buildings” platform, offering detailed and continuously updated data on building usage, floor plans, and economic activities.
Both entities confirmed that the partnership will continue expanding through new digital projects aimed at enhancing system integration, data governance, and the efficiency of government services, aligning with Dubai’s vision of a future-ready, innovative, and sustainable urban environment.
