Dubai Municipality and MBRHE Strengthen Partnership to Streamline Emirati Homebuilding

Dubai Municipality has signed a Memorandum of Understanding with the Mohammed Bin Rashid Housing Establishment to enhance flexible housing solutions that enable Emirati citizens to build their homes with greater ease, efficiency, and transparency.

The partnership aims to simplify procedures, boost government integration, and support sustainable urban development in line with Dubai’s social and housing goals.

Signed during GITEX Global 2025 by Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, and Mohammed Al Shehhi, Acting CEO of MBRHE, the agreement focuses on improving the quality and accessibility of housing services for citizens. It also seeks to develop standardized, pre-approved housing models that speed up licensing and project implementation.

The collaboration covers every stage of the housing process—from design and contractor selection to supervision and final delivery—ensuring efficiency and a seamless customer experience. Both entities will also work to unify communication channels and digitize services to enhance transparency and reduce administrative burdens.

Eng. Mariam Al Muhairi, CEO of the Building Regulation and Permits Agency at Dubai Municipality, said the initiative supports the vision of creating an inclusive and sustainable housing ecosystem that provides stability, dignity, and improved quality of life for citizens.

Mr. Dhallal Bin Quraish Al Falasi, Assistant CEO at MBRHE, emphasized that the partnership reflects the government’s commitment to delivering smart and flexible housing solutions through integrated digital systems that simplify the homebuilding journey and strengthen service efficiency.

The cooperation will also establish shared electronic mechanisms for data exchange, including project updates, inspection results, and contractor performance reviews, ensuring unified oversight and accountability across all housing projects in Dubai.
