Dubai Municipality has become the first municipality in the world to receive the highest innovation leadership accreditation from the Global Innovation Management Institute, marking a major milestone for government innovation in the emirate.
The institute awarded Dubai Municipality Level 4 recognition, the top tier within its innovation leadership category. The accreditation highlights the maturity of the municipality’s innovation ecosystem and reinforces Dubai’s growing reputation as a global hub for forward-thinking governance and technological advancement.
The assessment evaluated several initiatives that demonstrate how innovation is embedded across the municipality’s institutional framework. These included efforts to align innovation and knowledge strategies with digital transformation goals while integrating future foresight practices that analyse emerging trends and drivers of change.
Officials said the municipality has also strengthened governance structures and created an enabling regulatory environment that supports experimentation and long-term innovation. A holistic methodology linking every stage of the innovation lifecycle has helped ensure sustainability while enhancing institutional value.
Nasser BuShehab, CEO of the Planning and Governance Sector at Dubai Municipality, said the recognition reflects an institutional culture that treats innovation as a continuous journey rather than a fixed destination. He noted that specialised teams across the organisation have transformed challenges into opportunities while advancing governance and improving quality of life across the emirate.
The municipality has also expanded partnerships with private sector organisations and launched hackathons and innovation labs to develop proactive solutions to civic challenges. Training programmes and certifications have been introduced to strengthen employee capabilities and foster a culture of experimentation.
Officials say these efforts will continue to support Dubai’s ambition to remain a global centre for innovation, investment, and sustainable urban development.
