Dubai Municipality has introduced the City Inspector initiative, a pioneering programme designed to prepare and certify qualified inspectors across key municipal sectors.
The move seeks to unify inspection processes, strengthen regulatory compliance, and enhance service quality across the city.
In its first phase, 63 Emirati inspectors have been certified in 14 technical fields, ranging from construction and food safety to sanitation and sustainability. The initiative aims to standardise inspection practices, reduce overlap, and improve operational efficiency, reinforcing Dubai’s standing as a global benchmark for quality of life and urban governance.
His Excellency Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, highlighted the critical role of regulatory and inspection functions in advancing service development and institutional planning.
Supporting the initiative, the City Inspector Professional Diploma has been launched to certify inspectors in various domains such as health and safety, waste management, and public facility supervision. Inspectors will carry out periodic and complaint-based inspections while optimising site visits and improving public satisfaction with municipal oversight.
The initiative also introduces a range of structural reforms and enablers, including defined inspection scopes, judicial authority status for inspectors, detailed manuals, and risk-based checklists. Training programmes and the use of advanced technologies further enhance the accuracy and efficiency of inspection processes.
Through this comprehensive framework, Dubai Municipality underscores its commitment to proactive regulation, innovation, and community well-being, ensuring that inspection operations continue to shape Dubai as one of the world’s most liveable and forward-thinking cities.
