Dubai Municipality Launches ‘Eltizam’ App to Strengthen Cleanliness Enforcement

Dubai Municipality has introduced the ‘Eltizam’ app, a smart tool empowering authorised officials with judicial officer status to detect and document public cleanliness violations.

The move supports Dubai’s vision of being the cleanest city globally, blending technology with civic responsibility.

Through the app, officials can photograph violations, log notes, and capture location data in real time, targeting eight key offences such as littering, spitting, improper waste disposal, and unauthorised barbecuing. The initiative is backed by Dubai Law No. (19) of 2024, which defines judicial officer authority.

H.E. Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, said the app promotes sustainability, urban wellbeing, and shared responsibility.

Public cleanliness is a civic value and a shared commitment. ‘Eltizam’ reinforces that every official and citizen has a role in shaping a liveable Dubai for future generations,

he noted.

By digitising enforcement and encouraging community engagement, ‘Eltizam’ enhances transparency, environmental protection, and Dubai’s leadership in sustainable urban living.
