Dubai Municipality, in partnership with the New Economy Academy, has launched the Project Management Experts Programme to train and license 500 Emiratis in overseeing residential construction projects.
The initiative aims to empower local talent to manage housing developments from planning to completion, ensuring higher quality outcomes for citizens.
The programme forms part of The Emirates: the Startup Capital of the World national campaign, launched under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum to position the UAE as a global hub for entrepreneurship and innovation. It is supported by the Ministry of Economy and Tourism in collaboration with over 50 government and private entities.
Graduates will receive certification from the New Economy Academy and an accredited license from Dubai Municipality, enabling them to officially manage housing projects either independently or with established firms. The programme also welcomes retired Emirati professionals with engineering and technical expertise, offering them opportunities to contribute their knowledge to future housing initiatives.
Marwan Ahmed Bin Ghalita, Director-General of Dubai Municipality, said the programme supports the Dubai Social Agenda 33 by enhancing housing services, improving family stability, and reducing costs for citizens through professional project management.
Dr. Laila Faridoon, CEO of the New Economy Academy, described the initiative as a long-term investment in human capital that not only builds technical expertise but also creates sustainable income opportunities for participants.
The first edition of the programme will run from 21 to 27 October, covering key areas such as project planning, cost management, stakeholder communication, site safety, dispute resolution, and legal procedures. Enrollment details are available at newea.ae.
By equipping Emiratis with accredited project management licenses, the initiative seeks to strengthen local expertise, support homeowners, and contribute to the UAE’s sustainable economic growth.
