Dubai Municipality has signed a new agreement with Shamal Holding to advance the development and management of public spaces across the emirate, marking a coordinated push to elevate visitor experiences and strengthen Dubai’s position as a leading sustainable city.
The Memorandum of Understanding focuses on activating select public facilities and expanding knowledge exchange to support global urban standards. Both entities aim to boost the appeal and operational performance of parks, beaches, and recreational destinations while enhancing tourism, leisure, and community offerings for residents and visitors.
The agreement was signed by Badr Anwahi, Chief Executive Officer of the Public Facilities Agency at Dubai Municipality, and Abdulla Binhabtoor, Chief Executive Officer of Shamal. Their collaboration includes joint planning of initiatives that improve comfort, accessibility, and wellbeing across key public areas.
The partnership also opens the door to shared expertise in public space design, pilot projects, and innovative concepts that support long-term urban development goals. These efforts align with Dubai’s broader vision to create inclusive, future-ready environments that promote quality of life and community engagement.
Anwahi stated that the partnership reinforces Dubai Municipality’s strategy to deliver advanced, people-centred public realms through innovative design and dynamic leisure programmes. Binhabtoor added that the collaboration reflects a shared commitment to building vibrant spaces where communities can connect with nature.
Dubai Municipality currently manages a wide portfolio of parks, beaches, and integrated recreational destinations that welcome millions each year.
