Dubai Municipality Unveils Future-Ready Urban Livability Report at WGS 2025

Dubai Municipality has launched its latest urban development report, Cities’ Livability in the Age of Global Citizenship, at the World Governments Summit 2025, held from February 11-13 in Dubai.

The report introduces innovative benchmarks for sustainable and resilient cities, addressing evolving global challenges.

The dedicated session saw global urban experts and policymakers discuss strategies to enhance city livability, aligning with the C3P3 framework—Connected, Collaborative, Circular, Protected, Proactive, and Present. This comprehensive model offers a roadmap for improving quality of life, driving sustainable development, and fostering inclusive urban environments.

A key highlight of the report is Dubai Urban Plan 2040, which envisions 80% of residents living within a 20-minute reach of essential services. It also prioritizes environmental sustainability, aiming for zero landfill waste and protecting 60% of the emirate’s land for nature conservation. Additionally, it ensures 11 square meters of public green space per capita, reinforcing Dubai’s commitment to well-being and sustainability.

Marwan Bin Ghalita, Acting Director General of Dubai Municipality, emphasized the city’s commitment to pioneering future-ready urban planning.

“The C3P3 framework provides city leaders with comprehensive insights to rethink urban livability in an evolving world. As the Smart City Partner of the World Governments Summit, Dubai remains dedicated to advanced infrastructure, sustainability, and quality of life.”

Sanaa Al Alili, Director of Urban Planning, highlighted the report’s focus on resilience and sustainability.

“It calls for integrated disaster preparedness, food security, and climate adaptation initiatives to ensure sustainable urban expansion and build inclusive, liveable communities.”

Dubai’s forward-thinking approach positions it as a model for future cities, integrating sustainability, accessibility, and innovation to enhance urban life for all.
