Dubai continues to set new benchmarks in government service excellence as the Hamdan bin Mohammed Programme for Government Services unveils the shortlist for its prestigious awards: Hamdan Flag, Best Pioneering Initiative, and Best Digital City Experience.
Recognizing Innovation in Public Services
Nine government entities have been shortlisted for the Hamdan Flag, honoring their success in implementing the 360 Services policy to enhance digitalization and personalization of public services. The finalists, selected from 27 contenders, include:
- Dubai Electricity and Water Authority
- Dubai Municipality
- Dubai Police
- Roads and Transport Authority
- Dubai Customs, among others.
Pioneering Initiatives Driving Digital Transformation
The Best Pioneering Initiative category highlights eight groundbreaking projects that enhance service efficiency, including:
- Montaji Plus – Dubai Municipality
- Smart Travel – General Directorate of Identity and Foreigners Affairs-Dubai
- Smart Housing – Mohammed Bin Rashid Housing Establishment
Elevating the Digital City Experience
Four cutting-edge initiatives have been shortlisted for Best Digital City Experience, reflecting Dubai’s advancements in integrated digital services:
- EV Green Charger – Dubai Electricity and Water Authority
- Digitalisation of Death-Related Procedures – Dubai Digital Authority

Eman Al Suwaidi, Director of the Assessment and Studies Department, reaffirmed Dubai’s commitment to world-class public services, in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum and the directives of H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum.
All submissions underwent rigorous evaluation by international experts, assessing impact, innovation, service culture, and sustainability. These awards reinforce Dubai’s global leadership in government service excellence, setting new standards for the future.
