Dubai Unveils Landmark AI Policy and Report to Transform Government Services

Dubai has officially launched the Dubai State of AI Report and a new AI Policy for Government Entities, marking a major step forward in the city’s vision to become a global leader in smart, citizen-centric governance.

H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, reviewed the report and witnessed the policy launch during his visit to Dubai AI Week 2025. He emphasized the growing impact of AI across sectors and the critical need for government entities to be fully prepared for future transformations.

"The impact of artificial intelligence is now evident in many sectors and fields, and the government sector is certainly one of them,"

said Sheikh Hamdan. He called for stronger collaboration among departments to share knowledge and best practices in AI.

Developed by Digital Dubai in partnership with the Dubai Future Foundation (DFF), the report examines over 100 high-impact AI use cases across healthcare, urban planning, finance, mobility, and more. Many are already in use, with others in development, reflecting Dubai’s rapid transition from vision to implementation.

The accompanying AI Policy—rooted in commitments from the AI Retreat 2024—establishes a governance framework prioritising explainability, human-centric design, and ethical regulation. It positions Dubai as a regional benchmark for responsible AI deployment.

Live demonstrations at Dubai AI Week showcase practical AI applications, including intelligent hiring systems, emergency response tools, and strategic planning platforms. These align with Dubai’s digital transformation agenda and its goal to become the world’s most citizen-focused digital city.

The report also outlines an ambitious AI roadmap through 2035, focusing on predictive services, agile governance, sustainable tech, and a robust innovation ecosystem.

Together, the report and policy set the stage for a future-ready government built on scalable, ethical, and high-impact AI.
