Dubai Unveils Major Policies to Boost Affordable Housing, Education, and Legal Sector

Dubai is set to see major developments in affordable housing, education, and legal reforms following the approval of key policies by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai.

At a meeting held at Emirates Towers, Sheikh Hamdan highlighted Dubai’s commitment to fostering an inclusive and thriving society by empowering individuals, enhancing knowledge, and creating opportunities.

Affordable Housing Expansion

As part of Dubai’s Affordable Housing Policy, 1.46 million square meters of land have been allocated for the development of 17,080 residential units. The initiative aligns with the Dubai 2040 Urban Master Plan and aims to support skilled professionals, improve access to quality housing, and promote economic growth. The first phase will include six sites in Al Mueisim 1, Al Twar 1, Al Qusais Industrial 5, and Al Leyan 1, offering affordable rental housing with key infrastructure and essential services.

The project will be overseen by the Supreme Committee for Urban Planning, with implementation managed by key government entities, including the Dubai Land Department, Dubai Municipality, Roads and Transport Authority, and Dubai Civil Defence.

Education Policy for Arabic and Islamic Studies

Sheikh Hamdan also approved a new education policy aimed at strengthening Arabic language and Islamic studies in private schools, aligning with Dubai’s Education Strategy 2033. The initiative will focus on modernizing teaching methods, developing innovative learning materials, and enhancing collaboration between teachers and parents.

The policy will introduce:

  • The Dubai Protocol for Curriculum Enhancement
  • The Emirati Teacher Recruitment and Training Programme
  • Partnerships with universities and colleges

The Knowledge and Human Development Authority (KHDA) will oversee the implementation of these reforms across private schools in Dubai to ensure the emirate ranks among the world’s top ten cities for education quality.

A new Independent Legal Consultant Project will allow Dubai citizens to provide legal consultancy services independently, without the need for a physical office. This flexible licensing model will initially cover real estate and personal status law, offering opportunities for Emirati professionals, academics, and retirees.

Applicants must have at least two years of legal experience, pass an assessment, and complete a training programme. The one-year pilot programme will be implemented and evaluated by Dubai’s Legal Affairs Department.

Sheikh Hamdan emphasized that these initiatives reflect Dubai’s commitment to innovation, inclusivity, and sustainable development, ensuring the emirate remains a global hub for talent, business, and entrepreneurship.
