Emirates Central Cooling Systems Corporation PJSC (Empower) approved 23,339 No Objection Certificate (NOC) applications in the first half of 2025, an 18.7% increase from the same period last year, reflecting growing demand for the company’s district cooling services.
The rise underscores Empower’s strong relationships with consultants, contractors, and real estate developers, as well as its commitment to streamlining operations and enhancing efficiency. The company’s smart NOC service allows stakeholders to submit applications easily through its online platform, accelerating construction processes and reducing potential violations and fines.
