Emirates Central Cooling Systems Corporation PJSC (Empower), the world’s largest district cooling services provider, has commenced construction on a new district cooling plant in Dubai's Deira district.
The facility will serve over 46 buildings within the Deira Waterfront development, a key part of the Deira Enrichment Project. This project aims to rejuvenate the district with 20 new residential communities, modern offices, and commercial spaces while preserving Deira's heritage and cultural character.
The new plant will incorporate advanced technologies, including Thermal Energy Storage (TES) and Treated Sewage Effluent (TSE) systems, to optimize energy usage and conserve fresh water. The construction is progressing on schedule and will be completed in two phases, with a total production capacity of 39,000 refrigeration tons (RT). The first phase, delivering 20,000 RT of eco-friendly cooling, is expected to be operational by the end of June 2025.
Empower, holding over 80% of Dubai’s district cooling market share, is committed to expanding its operations to meet the growing demand for its services. The company aims to reach 140,000 customers by the end of the year, with plans to continue upgrading its infrastructure and expanding into new areas.
