Empower Expands Jumeirah Village Operations With Second District Cooling Plant

Emirates Central Cooling Systems Corporation PJSC (Empower), the world’s largest district cooling services provider, has announced the construction of its second district cooling plant in Jumeirah Village, reinforcing its commitment to sustainable urban development in Dubai.

The new facility, which will deliver a production capacity of around 37,000 refrigeration tons (RT), will be built under the supervision of Empower’s in-house projects team and completed according to the approved schedule. It will join the company’s first unmanned district cooling plant in the same area, which has a capacity of 49,000 RT.

The Jumeirah Village development is among Empower’s largest projects, comprising six advanced district cooling plants with a total capacity of 256,000 RT to serve residential, commercial, and hospitality properties. The new plant will feature cutting-edge technologies that enhance both energy and water efficiency.

Empower confirmed that the facility will integrate its award-winning Thermal Energy Storage (TES) and Treated Sewage Effluent (TSE) systems, enabling higher performance in the production and distribution of chilled water while reducing environmental impact.

H.E. Ahmad Bin Shafar, CEO of Empower, said the new plant marks a key milestone in the company’s expansion strategy to meet growing demand for district cooling services while aligning with Dubai’s sustainability goals. He added that Empower remains dedicated to adopting advanced solutions that optimise energy use, preserve resources, and lower carbon emissions.

The expansion reflects Empower’s ongoing efforts to support Dubai’s vision of becoming a global leader in sustainability and energy efficiency, while contributing to a smarter, more sustainable future for the UAE.
