Emirates Central Cooling Systems Corporation PJSC (Empower) has officially begun operations of its new district cooling plant at Deira Waterfront, Dubai.
The facility, with a total cooling capacity of 39,000 refrigeration tons, will provide services to more than 46 buildings in the area, reinforcing the city’s sustainable urban development initiatives.
Constructed to meet the highest international standards, the plant aligns with green-building principles and complements the architectural identity of the surrounding developments. Its launch forms part of Empower’s broader strategy to expand district cooling services across Dubai’s growing commercial and residential hubs.
H.E. Ahmad Bin Shafar, CEO of Empower, said the plant supports Dubai’s Net-Zero Carbon Emissions Strategy 2050 and the UAE’s Net-Zero 2050 Strategy.

Empower holds more than 80% of Dubai’s district cooling market and has steadily expanded operations through strategic investments aimed at modernizing facilities, enhancing technical capabilities, and promoting energy-efficient solutions. The Deira Waterfront plant underscores this approach, providing reliable cooling services while contributing to the emirate’s sustainability goals.
The project dates back to 2018, when Empower signed an agreement with Ithra Dubai, a subsidiary of the Investment Corporation of Dubai, to deliver sustainable district cooling for the Deira Waterfront. A semi-permanent plant began operations within eight months, followed by the construction of the permanent facility in 2024. The new plant’s launch marks a significant addition to Empower’s advanced network, supporting Dubai’s ongoing urban, commercial, and economic development.
