Emirates Central Cooling Systems Corporation PJSC, known as Empower, has marked a major milestone in Dubai’s infrastructure landscape after expanding its connected cooling capacity from just 5,400 refrigeration tons in 2004 to 1.7 million refrigeration tons by the end of 2025, a 315-fold increase over two decades.
The growth cements Empower’s position as the world’s largest district cooling services provider and reflects Dubai’s accelerating urban development and demand for energy-efficient infrastructure. The company said its expansion is driven by a long-term strategy focused on sustainability, innovation, and large-scale project delivery.
Empower’s district cooling systems support residential, commercial, and mixed-use developments across the emirate, offering an environmentally friendly alternative to conventional air conditioning while reducing electricity consumption and carbon emissions. The company has become a key enabler of Dubai’s sustainability and Net Zero ambitions.
One of Empower’s flagship developments is the Business Bay district cooling project, the largest of its kind globally. The project holds two Guinness World Records for the highest capacity district cooling plant and the largest cooling plant coverage by number of buildings, currently serving 201 properties across multiple sectors.
Chief Executive Officer Ahmad Bin Shafar said the company’s rapid growth reflects strong confidence from Dubai’s leadership and real estate developers in district cooling solutions. He added that Empower will continue expanding its infrastructure in line with Dubai’s future vision.
Established in 2003 with a single cooling plant, Empower now serves major developments including Dubai International Airport, DIFC, Palm Jumeirah, Jumeirah Lakes Towers, and Bluewaters, reinforcing its role in shaping a more sustainable urban future for Dubai.
