Empower Signs Contract to Build New District Cooling Plant at Dubai Science Park

Emirates Central Cooling Systems Corporation PJSC (Empower) has signed a contract to design a new district cooling plant at Dubai Science Park, reinforcing its expansion strategy to meet the growing demand for sustainable cooling solutions in the emirate.

The plant, with a production capacity of 47,000 refrigeration tons, will serve nearly 80 mixed-use buildings within the science-focused free zone. Construction is set to begin by the end of the first quarter of 2026.

Equipped with advanced technologies developed by Empower, the facility will incorporate thermal energy storage systems to reduce peak load on Dubai’s power grid and treated sewage effluent technology to minimize freshwater use. Artificial intelligence applications will also be deployed to enhance efficiency and sustainability.

H.E. Ahmad Bin Shafar, CEO of Empower, said the project aligns with Dubai’s vision to reduce electricity and water consumption and establish itself as a global leader in the green economy by 2050.

Empower currently operates 88 plants across Dubai and holds over 80 percent of the city’s district cooling market, making the new facility a key step in strengthening its leadership and supporting Dubai’s environmental goals.
