Christer Viktorsson, Director-General of the UAE’s Federal Authority for Nuclear Regulation (FANR), said that the Authority is preparing to launch several new initiatives across nuclear security, radiation safety, waste management and others in 2024.
During a FANR media briefing, he highlighted key milestones in 2023 and FANR's focus areas in 2024.
In 2023, the Federal Authority for Nuclear Regulation (FANR) played a crucial role in ensuring the safe and secure use of nuclear energy and radiation material, maintaining its mandate efficiently. The organization launched its 2023-2026 Strategy titled ‘Our Vision, Our Promise,’ committing to developing the regulatory infrastructure and overseeing the nuclear and radiation sector in the UAE in alignment with the government's vision for 2031.
FANR aims to proactively optimize regulatory control and advance research and development to support its vision of becoming a globally recognized nuclear regulator. Regarding the Barakah Nuclear Power Plant, FANR achieved a milestone by issuing the operating license for Unit 4 in November 2023, marking the plant's successful entry into the first criticality phase. The UAE Nuclear Energy Programme, guided by international standards, positions the country as a role model for nations embarking on nuclear energy development.
Nuclear Non-Proliferation
In 2023, FANR, in alignment with the UAE's nuclear law, upheld its mission to regulate the nation's nuclear sector for peaceful purposes through 57 safeguards-related inspections and 93 import and export control inspections to ensure regulatory compliance. Furthermore, the UAE demonstrated its commitment to international safeguards by signing an Administrative Arrangement with the IAEA and launching the Safeguards Support Programme, earning recognition from IAEA Director-General Rafael Mariano Grossi for bolstering the global nuclear non-proliferation regime.
Nuclear Security
In 2023, FANR intensified efforts to regulate radioactive sources, conduct cyber-security inspections at the Barakah Nuclear Power Plant, and collaborate with the National Guards Command for physical protection. FANR's commitment to public and environmental safety was demonstrated through initiatives like launching the UAE's first Master of Science in Medical Physics, qualifying thousands of Nuclear and Radiological Emergency Workers, and planning for the 2024-2027 cycle to enhance the country's Radiation Protection Infrastructure. Additionally, FANR conducted 232 inspections, issued 1,293 licenses, and facilitated numerous import and export permits for facilities using radiation sources.
Research and Development
FANR continued its efforts to boost its research and development capability, where it carried out projects covering different areas such as reactor materials, waste management, and radiation safety. The R&D projects aim to support our current and future nuclear regulatory activities. In 2023, FANR signed agreements with French Alternative Energies and Atomic Energy Commission, the French Institute For Radiological Protection and Nuclear Safety and Nuclear Energy Agency to conduct and implement multiple research and development programmes.
National and International Cooperation
In 2023, FANR maintained active engagement with both national and international stakeholders, with a particular focus on collaboration with the International Atomic Energy Agency (IAEA). Key activities included hosting the IAEA International Conference on Effective Nuclear and Radiation Regulatory Systems, participating in over 30 international events covering diverse aspects of nuclear regulation, and signing 10 agreements for cooperation in regulatory matters, information exchange, and research and development in the nuclear and radiation sector.
