The Federal Judicial Council has introduced five new regulations designed to implement the Federal Personal Status Law and modernise family justice procedures across the UAE’s federal courts.
The move marks a significant shift toward a unified and digitally driven system aimed at improving efficiency, enhancing child protection, and supporting amicable resolution of family disputes.
The regulations cover the roles of arbitrators, family guidance, child visitation rights, affidavits and authentications, and Sharia marriage officers. Each framework sets clearer standards and promotes wider adoption of digital services within personal status procedures.
Among the updates is Resolution No. 66 of 2025, which outlines selection criteria for arbitrators and defines their responsibilities in resolving marital disputes and submitting reports to the court. Resolution No. 67 of 2025 expands the authority of family counselors, allowing their dispute-resolution agreements to carry the force of an executive deed.
New guidelines for child visitation appear under Resolution No. 68 of 2025, which establishes a structured legal framework that prioritises a child’s psychological and social well-being. Resolution No. 69 of 2025 strengthens the use of electronic authentication to increase data reliability and accessibility.
Resolution No. 70 of 2025 introduces licensing rules for Sharia marriage officers and supports the electronic and remote completion of marriage contracts using digital signatures.
Abdullah Sultan bin Awad Al Nuaimi, Chairman of the Federal Judicial Council and Minister of Justice, said the initiative represents an essential step in shaping a progressive family justice system aligned with national priorities, including the designation of 2026 as the Year of the Family.
The regulations reflect the judiciary’s commitment to enhancing personal status services and advancing digital transformation in line with the We the UAE 2031 vision and the UN Sustainable Development Goal on justice and strong institutions.
