Federal Tax Authority Expands Tourist Tax Refund Network Across UAE

The Federal Tax Authority has recorded strong growth in the UAE’s digital Tourist Tax Refund Scheme, with a rising number of retail outlets and self-service kiosks enhancing the refund experience for international visitors.

By the end of last year, around 19,000 retail outlets were registered and electronically connected to the system, marking a 7.6 percent increase from 17,600 outlets at the end of 2024. During 2025 alone, 1,326 outlets joined the scheme, up from 1,208 in 2024, reflecting an annual growth of 9.8 percent.

The Authority also reported a steady expansion of VAT refund self-service kiosks. Their number rose by 7.3 percent in 2025 to reach 103 kiosks nationwide, compared to 96 the previous year. A total of 23 kiosks were added over the past two years, positioned in major shopping malls, hotels, and tourist departure points across the UAE.

Khalid Ali Al Bustani, Director-General of the FTA, said the system continues to achieve high satisfaction rates due to its ease of use and fast refund procedures. He noted that the scheme aligns with the UAE government’s digital transformation strategy, which prioritises smart, proactive, and customer-centric services.

The FTA highlighted growing adoption of its recently launched e-commerce tourist tax refund feature, described as the first of its kind globally. The system allows tourists to reclaim VAT on both in-store and online purchases made during their stay.

India, Russia, Iran, Egypt, and Saudi Arabia accounted for the highest number of beneficiaries over the past two years. The Authority has also expanded language support, enhanced mobile app features, and rolled out a major awareness campaign at Zayed International Airport to further improve accessibility and awareness.
