Global leaders in government, justice, and policymaking gathered in Dubai this week for the second Global Government Regulatory and Justice Forum, a high-level platform aimed at rethinking how laws and justice systems can evolve to meet the demands of a rapidly changing world.
Held as part of the World Government Summit 2026 from 3 to 5 February, the forum was organised through a collaboration between the General Secretariat of the UAE Cabinet and the Ministry of Justice. It brought together heads of state, ministers, senior policymakers, academics, and technology experts to advance international dialogue on regulatory and legal innovation.
Opening the forum, Maryam bint Ahmed Al Hammadi, Minister of State and Secretary General of the UAE Cabinet, outlined a vision for integrated regulatory and judicial ecosystems that balance innovation, justice, and the rule of law. She emphasised the need for governments to translate forward-looking frameworks into institutional practices that deliver tangible impact.
UAE Minister of Justice Abdullah bin Sultan bin Awad Al Nuaimi highlighted the importance of modernising legislative and judicial systems to strengthen the rule of law. He pointed to digital transformation and artificial intelligence as key tools for improving efficiency, expanding access to justice, and safeguarding human rights and public trust.
Keynote addresses were delivered by Dr. Vjosa Osmani Sadriu, President of Kosovo, and Gordana Siljanovska-Davkova, President of North Macedonia, both underscoring the role of legislation in enabling reform, stability, and institutional reinvention.
Forum sessions examined the realities behind lawmaking, the future of intellectual property in the age of AI, and how the rule of law can adapt amid global transformation. Discussions focused on building flexible, implementation-ready legal frameworks that support economic and social development.
The forum reinforced the UAE’s position as a global hub for regulatory dialogue and international cooperation, advancing legislative innovation and future-ready justice ecosystems.
