Dubai advanced a new phase of urban development and digital governance as Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum approved a series of policies and strategic models during a meeting of The Executive Council at Emirates Towers.

The initiatives focus on enhancing residential planning, strengthening digital resilience, and aligning government priorities with Dubai Plan 2033.

The approvals support the Year of the Family and Dubai Social Agenda 33, reinforcing a vision that places citizen welfare and family empowerment at the centre of long-term urban and social planning. Sheikh Hamdan highlighted Dubai’s commitment to building socially connected, service-integrated communities designed to improve quality of life for residents.

A key decision included the adoption of a new planning model for citizens’ residential areas. The framework prioritises sustainable living, community cohesion, and active mobility through shaded walkways, cycling routes, and interconnected green spaces. The model reinforces traditional Fareej concepts and introduces vibrant neighbourhood environments that encourage social engagement. Plans for Madinat Latifa and Al Yalayis outline expanded parks, green corridors, schools, health centres, and commercial hubs to serve more than 200,000 residents across both areas.

The Executive Council also approved the Digital Resilience Policy, a comprehensive framework to safeguard digital infrastructure and ensure the continuity of government services. The policy strengthens preparedness, response, and recovery mechanisms while supporting Dubai’s digital transformation and the ambitions of the Dubai Digital Strategy launched in 2023.

The meeting further endorsed the general plan for The Executive Council’s 2026 Agenda, which will advance the economic and social programmes underpinning Dubai Plan 2033. The agenda spans key sectors including infrastructure, social development, entrepreneurship, public services, and security, reinforcing Dubai’s drive to maintain its global leadership in urban and digital excellence.
