Dubai’s Crown Prince, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, has issued Executive Council Resolution No. (50) of 2024, launching a unified Dubai population registry.
The initiative aims to centralise and provide comprehensive, real-time data on the emirate’s residents, in line with Dubai's digital transformation goals.
The registry will be managed by the Dubai Data and Statistics Establishment and serve as the official source of population data for the emirate. By centralising information, it aims to enhance the accuracy and reliability of data used to support government strategies, policies, and services. Additionally, the system will offer regular census results and forecast population trends, shaping Dubai’s economic and social policies.
As per the resolution, the Dubai Data and Statistics Establishment is tasked with overseeing the platform's design, linking it with other records, and ensuring data security in collaboration with the Dubai Cyber Security Centre. The establishment will manage access permissions, uphold confidentiality standards, and ensure that the data is accessible for people of determination.
Data providers from both government and private sectors are required to comply with the Dubai Data Guide’s standards, ensure regular updates, and coordinate with the Dubai Data and Statistics Establishment. They must also maintain security measures and promptly report breaches.
The resolution guarantees that existing legal protections for personal data, under Law No. (26) of 2015, remain in place. It is effective immediately and will be published in the Official Gazette.
