Dubai has introduced a new Workforce Productivity Measurement System to enhance efficiency and service delivery across government entities, following a resolution issued by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council.
Executive Council Resolution No. (67) of 2025 mandates that the system will be rolled out in phases under the supervision of the Dubai Government Human Resources Department (DGHR). In the first phase, productivity will be assessed by comparing services delivered against workforce size, salaries, working hours, and other data. The results will guide initiatives aimed at improving performance before the system undergoes final evaluation.
The General Secretariat of The Executive Council has been tasked with overseeing the classification and updating of government services. It will work closely with the Department of Finance, Dubai Digital Authority, and DGHR to provide technical support and approve service data and performance indicators.
DGHR will manage and monitor the system, preparing the procedural guide, developing productivity indicators, and coordinating with financial authorities to ensure results translate into efficiency improvements. Reports on compliance and impact will be submitted regularly to the General Secretariat.
The Dubai Digital Authority will provide technical expertise for the digital platform, data analysis tools, and system integrations. Meanwhile, all government entities are required to follow the procedural guide, provide accurate workforce and budget data, and implement initiatives to enhance productivity and financial efficiency.
The resolution, which takes effect upon publication in the Official Gazette, nullifies any provisions conflicting with its terms.
