H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Dubai Judicial Council, chaired a meeting of the Council.
During his routine review of Dubai's judicial institutions, Sheikh Maktoum endorsed the 2023 annual report of the Judicial Authority and sanctioned appointments within Dubai Courts and the Judicial Inspection Authority. He inaugurated the new website for the Dubai Judicial Council and delved into various judicial issues and procedures involving members of the Judicial Authority, making decisions accordingly.
Sheikh Maktoum emphasizes Dubai's commitment to enhancing its judicial system to meet the highest international standards, aligning with Sheikh Mohammed bin Rashid Al Maktoum's vision for Dubai to excel in judicial services worldwide. The annual report for 2023 reflects Dubai's efforts to ensure prompt justice and uphold the rule of law, solidifying its leading status. Proactive plans are underway to enhance the speed, efficiency, and transparency of the judicial system, aligning with advancements in various sectors. Attendees at the meeting discussed progress in strategic plans across judicial institutions, including projects by Dubai Public Prosecution aimed at combating money laundering and digitalizing criminal case filings, reflecting Sheikh Mohammed bin Rashid's visionary leadership.
Dr. Saif Ghanem Al Suwaidi, Director-General of Dubai Courts, highlighted the completion of various projects in 2023, including the Diploma in 'The Judicial Expertise' and the development of the Noqodi electronic wallet. Additionally, the establishment of the Board of Commissioners for Dubai’s Court of Cassation, an administrative circuit, and an electronic disclosure platform were accomplished to facilitate judicial rulings' implementation. Currently, Dubai Courts is focusing on new projects aligned with approved strategic plans.
Judge Mohammed Mubarak Al Sabousi, Director of Dubai’s Judicial Inspection Authority, emphasized digitalization initiatives, performance improvement, governance enhancement, and structural evolution within the Authority.
Sheikh Maktoum launched the new website of the Dubai Judicial Council to enhance awareness about its mission, offering 15 new services. Dr. Abdullah Saif Al-Sabousi, Assistant Secretary General of the Dubai Judicial Council, mentioned ongoing digitalization efforts to align with Sheikh Maktoum bin Mohammed's directives and Dubai's vision for comprehensive development.
Sheikh Maktoum launched the 2023 annual report for the Judicial Authority, highlighting key achievements such as 48 regulatory decisions and 60 legislations. New judiciary member appointments reached 366, with financial settlements in cases totaling AED8.9 billion, a significant increase from 2022. The Appeal Court processed 10,059 cases, and the Court of Cassation handled 4,921 non-criminal lawsuits, marking a 37% increase. Processing time for First Instance Courts decreased by 13%, and judgments enforced totaled 884,549, with financial settlements reaching AED7.8 billion. The Public Prosecution processed 1,078 non-criminal cases with a 97% timely disposal rate. The Judicial Inspection Authority issued 579 reports, a 63% improvement from 2022, and addressed 371 complaints related to judicial work.
The Dubai Judicial Council aims to establish the principles of justice, equality, and the rule of law, while contributing to sustainable development in Dubai by ensuring the integrity and efficiency of the judicial system. The Council also aims to realise Dubai’s strategic goals in terms of judicial autonomy and continuous improvement, besides underscoring the importance of judicial ethics.
