UAE Ministry of Finance Launches Accreditation Framework for eInvoicing Service Providers
The UAE Ministry of Finance has reached a significant milestone in its eInvoicing Programme with the issuance of a Ministerial Decision outlining the eligibility criteria and accreditation procedure for service providers under the Electronic Invoicing System. This move underscores the nation’s commitment to digital transformation and enhancing the efficiency and transparency of its financial systems.
The new regulation introduces a robust framework governing service provider eligibility, accreditation processes, ongoing compliance, and conditions for revocation. It also details requirements for company registration, tax compliance, and adherence to stringent information security standards for Peppol-compliant eInvoicing solutions.
A core feature of the initiative is that only accredited service providers will be permitted to offer eInvoicing services in the UAE. This ensures that all eInvoices and credit notes are generated in structured, machine-readable formats, enabling seamless processing and accurate tax reporting to the Federal Tax Authority.
To support the initiative, the Ministry of Finance has launched the Accreditation of eInvoicing Service Providers Portal, a dedicated digital platform to streamline and manage the accreditation process. This centralized platform aims to deliver a transparent, efficient, and user-friendly experience for service providers.
Accredited providers must comply with the Peppol interoperability framework and approved security standards to ensure the secure and accurate exchange of eInvoices and tax data. The accreditation process is designed to protect both the interests of the UAE and the business community, promoting trust and integrity across the digital financial ecosystem.
The Ministry emphasized that this initiative is a key part of its broader strategy to adopt advanced digital solutions, enhance financial governance, and improve the overall quality of financial services in the UAE. It supports the country’s sustainable development goals and reinforces its position as a competitive and forward-thinking economy.
According to the Ministerial Decision, accreditation will be granted for a renewable term of two years. Providers must submit renewal applications before their accreditation expires. The Ministry will also conduct regular assessments to ensure continued compliance. Failure to meet the required standards or renewal terms may result in accreditation revocation and a two-year ban from reapplying.
