The Ministry of Finance (MoF) has launched the Public-Private Partnership (PPP) Manual for Projects and Execution during a workshop held at the Waldorf Astoria Hotel in Dubai International Financial Centre.
The event was attended by Saeed Rashid Al Yateem, Assistant Under Secretary of the Resource and Budget Sector, along with other ministry leaders and representatives from federal entities involved in partnership projects.
The workshop introduced participants to the PPP Manual's key themes and project implementation stages. It emphasized the manual's objectives in supporting UAE's development projects and national strategy. A crucial aspect discussed was the governance mechanism that the MoF will employ to ensure the guidelines are effectively applied, promoting transparency and clarity in partnership procedures.
Saeed Rashid Al Yateem highlighted the significance of the workshop in fostering cooperation between the public and private sectors.
"This guide enables federal government entities to implement their projects efficiently and effectively, leveraging the financial, administrative, and technological expertise of the private sector,"
Al Yateem stated. He underscored the guide's role in enhancing competition, stimulating the economy, and safeguarding community interests by promoting high-quality services, reducing costs, and fostering innovation.
Participants expressed appreciation for the initiative, recognizing the manual's importance in enhancing sector cooperation and the strategic execution of projects. They committed to engaging in PPP projects to achieve the UAE's sustainable development goals.
The MoF, in collaboration with strategic partners, has identified key priority sectors for the initial phase of PPP projects, including infrastructure, energy, healthcare, community services, and education. The recent Cabinet adoption of the PPP Manual further solidifies the MoF's commitment to transparent and effective governance of partnership projects between the federal and private sectors.
