The Ministry of Foreign Affairs has introduced a new digital service that allows UAE nationals abroad to obtain and attest “To Whom It May Concern” certificates entirely online, marking another step in the country’s Zero Bureaucracy Programme.

The initiative streamlines what was once a multi-step process into just three stages on a single platform, eliminating the need to visit UAE missions in person. The service can be accessed through the Ministry’s official website or smart application.

Omar Obaid AlHesan AlShamsi, Undersecretary of the Ministry, said the launch reflects the government’s commitment to digital transformation and sustainable development in public services. He noted that integrating multiple procedures into a unified platform reduces processing times while improving efficiency and flexibility.

The certificates, often required for medical treatment or study abroad, can now be digitally issued and attested with round-the-clock support available through the Ministry’s Contact Centre at +971 800 44444.
